When the centre boss tube is removed from the steering wheel should the oil leak out of the steering box

If you mean the stator tube to which the indicator [trafficator] switch and horn button are attached to, using a 'Fourteen' as an example, and I'm thinking a similar age 'Ten' will be similar apart from the adjustable reach facility : Yes, any steering box oil/grease will leak out as soon as you withdraw the assembly out of the felt seal in the steering box lower cover.
